Europe is very close to saying yes on the question on dropping an arms embargo on China, which was passed shortly after the PRC launched its severe crack-down on the students in Tianamen Square in 1989. While the arm merchants and the governments of France and Germany are willing to take a blind eye to the continued repression of China's citizens, the US has expressed its continued imposition of the such sanctions. Here's what Secretary of State Rice had to say about the situation,
