3 Basque provinces in Spain are arguing for a break with Madrid. Rather the autonomy, the Basque region under the leadership of Juan Jose Ibarretxe(president of Basque region) is really calling for a virtual independence from Spain. The Spanish Cortez (The Parliament) will hold a debate and vote on what is known as the Plan Ibarretxe. Such a plan is expected to fail in the Cortez because it calls for the
introduction of a Basque citizenship, an independent judicial system, separate laws on political organisations, a Basque penal system and the right to sign foreign treaties with other countries.
Ibarretxe says this isn't a call for independence but the Cortez won't fall for such shenanigans. The Cortez has argued that Plan Ibarretxe is a threat to Spain's national unity. Decide for yourself here.

A couple or remarks about that, that you may think (and they may be) biased because of coming from a non-basque spaniard, and opposite to all kind of nationalism sentiments:
-This project was aproved in the Basque Parliament by a short majority. Too short for such an ambitious changing. And this parliament wasn't elected in a total freedom state. Non nationalist are often intimidated in the Basque Country, specially in small towns. Many of them had been forced to leave the Basque Country because of fear of being atacked, or even killed. You should not aprove such kind of reforms if almost half of your population has not whole freedom of speech.
-The most scary point of this project: it differences between basque citizenship (in these days in which we are giving Europe a constitution, and creating a european citizenship... which is what I desire, most than my present spanish citizenship) and basque nationality. All residentents in the Basque Country will be basque citizens. The basque nationality will be given "to all basques" (it does not define who "all basques are"), but this distintion could create citizens of first and second class, an apparthead state.
